【Service Provider】
Q1
  • How much does service provider service cost?
A1 For the costs, please contact each Service Provider for information.
Q2
  • How can my company be authorised by NACCS as the service provider?
A2 Please contact us ( afr-c@naccs.jp ) for information.
Q3
  • What should I do with the locations Service Providers don’t cover?
A3 Basically Service Providers offer services online and you can access from anywhere even when you can’t find service provider offices near by. Please contact them by email or phone and apply for the service. Also, some Service Providers have more offices than listed on Service Providers list. Please visit their website for further information.

  • Can I use “NACCS user ID”(unique ID which domestic NACCS users own) to file AFR via Service Provider?
A4 No. “NACCS user ID” is only for direct use of NACCS. To file information to NACCS via Service Providers, please use “Reporter ID”.

  • Can I use plural Service Providers with one Reporter ID?
A5 Yes. One Reporter ID can be used for different service providers. If you have contracts with several Service Providers, you can use the same Reporter ID for them.
【Reporter ID Issuance System】
Q1
  • What is “Reporter ID Issuance System”?
A1 Reporter ID Issuance System is the system to apply for Reporter ID as filers use when they file information to Japan Customs via Service Providers. To enter the Reporter ID Issuance System, please visit AFR website ( https://bbs.naccscenter.com/naccs/dfw/web/afr/ ) and press the “Reporter ID Issuance System” button on the top with yellow arrows.

  • What is “code for house B/L”?
A2 Code for house B/L is an unique code NACCS issues to identify NVOCC. For House B/L filing(AHR), this code is required to enter in the first four letters of house B/L.

  • Can one company obtain multiple Reporter IDs?
A3 It’s not limited as one company with one Reporter ID. Based on each company’s operation, if multiple IDs are preferred to manage information on different area/offices, please apply for required number of ID. However, Applying for Reporter ID requires email address and one email address can be used for one Reporter ID.

  •  I can't issue Code for House B/L.
A4

To apply for "Code for House B/L", you need to choose type of industry as "NVOCC". In other type of industry("Carrier" or "Shipping Agent"), application field will not appear.

Also, Type of Industry  can't be modified after you issued the Reporter ID. In case you already issued ID with wrong type of Industry, please delete the ID and apply for new Reporter ID.

  • Does Reporter ID expire?
A5 Yes. Please click here("Expiration of Reporter ID") for details.
【System Procedure】

  • Can NACCS domestic users re-use submitted AFR information in latter procedures such as manifest submission? 
A1

Yes. Please use MFI or MFI11
Q2
  • When do Master B/L information and House B/L information link in NACCS System?
A2 AMR(Advance filing of Master B/L) information and AHR(Advance filing of House B/L) information are linked at the timing of ATD.

  •  Can I use my SCAC code as code for house BL?
A3

 If the code is registered in NACCS, you can use the code.
Q4
  • Can I directly use NACCS by internet from outside of Japan and send information to Japan Customs?
A4 Unfortunately, NACCS direct connection is only for domestic users. To send information to NACCS, please use authorized Service Providers or in the case you have local office in Japan, please apply to NACCS center from your local office for use of NACCS.

 Q8  What is Discripancy Information?
 A8  AMR information and AHR information will be compared at the timing of ATD. In case there were discrepancies, NACCS sends Discripancy information to AMR filer as REFERENCE information.
 Q9  Is House Completion identifier "E"required?
A9   House Completion identifier "E" is required when all House BL information is filed. When it's entered, NACCS will notify AMR filer as reference information.
